E-Citizenship System (EVS) is an e-Government project whereby all procedures can be carried out including but not limited to receipt of applications for acquiring or losing citizenship status and basic documents prepared by other institutions, such as birth, death, marriage and divorce, are communicated in electronic environment and processed in MERNIS.


Services Undertaken

Necessary services have been provided since 2011 for e-Citizenship system which ensures that citizenship procedures are processed in electronic environment and demographic activities are instantaneously recorded in MERNIS pursuant to the decisions given by other institutions and thanks to integration with other e-Government projects. In this respect, the services, which are undertaken in two stages and accomplished successfully so far, can be summarized as follows.

e-Citizenship System, Stage 1:

Creation of a platform, which runs in integration with MERNIS, Identity Sharing System and Address Registration System, through which the General and Provincial Directorates, as well as all relevant institutions can cooperate so that the citizenship procedures, one of the essential duties of General Directorate of Civil Registration and Citizenship can be carried out MERNIS.

e-Citizenship System, Stage 2:

The second stage of e-Citizenship System enables other institutions to communicate basic documents regarding civil registry incidents via electronic environment, as well as processing of such procedures into MERNIS database in electronic environment.

  • Setting up a platform where all related institutions can work together,
  • Capability to perform and monitor via this system any transactions previously communicated between the institutions by way of various correspondences.,
  • Civil register history, residential details, etc.,  of the applicant can be enquired via Identity Sharing System, in order to minimize errors and ensure faster data processing,
  • Realization of detailed checks for citizenship applications and prevention of erroneous transactions,
  • Processing of information into MERNIS without repeated data entry, upon approval of citizenship applications,
  • Thanks to the integration with e-Interior Project,  correspondences regarding citizenship procedures can be handled in electronic environment,
  • Thanks to integration with Ministry of Foreign Affairs,  citizenship applications received by Overseas Missions and notices about finalized applications can be served electronically,
  • Applicants for citizenship can view the status of their applications on the web,
  • Civil registry records concerning the decisions taken by other institutions can be processed into MERNIS instantaneously,
  • Any possible illegal transaction that could be attempted during the period between the delivery of support documents by relevant institution through mail, etc. and the registration thereof, as may be experienced prior to the introduction of this project.
